The socialist potential went unrealized, but it was not historically inevitable that this should have been so. The proletariat constituted only a small minority of the Chinese population, but not an insignificant one. By the mid-1920s the number of industrial workers employed in large-scale enterprises had grown to approximately 2,000,000 and they were highly concentrated and strategically placed in the modem sector of the Chinese economy. To this must be added a far greater number of urban semiproletarians, the perhaps 10,000,000 Mao Zedong once termed "the city coolies," who swelled the ranks of the urban revolutionary movement.
