But that was not an ideal state of affairs from the American point of view, and after 1954 it was changed as rapidly as possible. A nationalist government in Vietnam, independent of France, had been the ultimate American objective as early as r 943, when Roosevelt first suggested that the French colonial regime should be dismantled once the Second World War was over.

Having gained full independence, it thus lost control of half the country almost immediately. It might still have been possible, in view of its economic interests there, for the former colonial power to retain a measure of political influence in Vietnam; just as the British still had a stake in the defence and security of the territories which later became Malaysia and Singapore. But Dulles was determined to exclude the French. In his eyes their failure to defend Indochina effectively, despite its strategic importance for South-East Asia as a whole, disqualified them from a primary role in the future security of southern Vietnam.

Beyond that, London insisted that maintaining the peace in Vietnam was of 'paramount importance', and that the question of a political settlement could not be allowed to undermine the ceasefire. 12 The Soviet position was equally cautious. When Khrushchev and Bulganin visited London later the same month ( 18-26 April I956) Indochina docs not appear to have figured prominently on their agenda. It was dealt with in supplementary talks at deputy foreign minister level, between Lord Reading and G:romyko, and the outcome was a large measure of agreement.
